Meta Ads Manager is the tool you use to run ads on Facebook, Instagram, Messenger and WhatsApp. It’s free, and it’s where every serious campaign is built. It’s also the reason most Irish businesses give up on Facebook ads after a week: it asks forty questions before it shows a single ad, and the boost button next to your last post asks none.

This guide is for the beginner who wants to do it properly, in Ireland, without an agency.

What is Meta Ads Manager?

Meta’s definition: “Ads Manager is your starting point for running ads on Facebook, Instagram, Messenger or Audience Network. It’s an all-in-one tool for creating ads, managing when and where they’ll run, and tracking how well your campaigns are performing towards your marketing goals.” People still call it Facebook Ads Manager; it’s the same thing renamed when Facebook became Meta.

In practice it’s a large table with a green Create button. The table lists your campaigns, ad sets and ads with their spend and results; the button starts a new one. Meta’s help centre lists what you do there: “Create ad campaigns”, “Manage multiple ads at once”, “See how your ads perform”, and since 2025 “See your opportunity score and recommendations”, a 0 to 100 score of how optimised Meta thinks your set-up is. Ads Reporting sits alongside it for scheduled reports.

There’s a mobile app for iOS and Android. Meta says it lets you “create, edit and monitor ads in real time on your mobile phone”, though “not all features are available on a mobile device”. Build on a computer; check on the phone.

Meta Ads Manager vs Meta Business Suite vs Business Manager

Three names, one login, and this is where beginners get lost. Meta Business Suite is the everyday dashboard: Meta calls it “a one-stop shop where you can manage all of your marketing and advertising activities on Facebook and Instagram”, meaning posts, the inbox, insights, billing and payments settings, and a simple “Create ad” and boost. Ads Manager is the full advertising tool inside it.

Business Manager, now called a business portfolio, is the container that holds your Pages, Instagram accounts, ad accounts and the people allowed to touch them. Meta’s own rule of thumb: “If you need to manage Pages, accounts and user access in addition to ads, consider using Business Manager.”

A sole trader with one Page can run ads from Ads Manager alone. Anyone with staff, an agency, or two brands should set up the portfolio first. It’s in the set-up steps below.

Boosting a post vs creating an ad in Ads Manager

Meta: “A boosted post is an ad you create from an existing piece of content (e.g. posts, Stories, Reels) you published on your Facebook Page or Instagram account. This is the simplest way to have your post reach more people.” And the limit: “Boosted posts don’t have as many customization and detailed targeting options as a traditional Meta ad.” A boost can’t run a lead form, can’t build a proper audience, can’t test two versions, and can’t be measured against a website conversion.

One more reason to open Ads Manager on a computer. Meta warns that “an Apple service fee of 30% of your total ad payment, before any taxes and local fees, may apply when you boost in the Facebook iOS app from your iPhone or iPad”, and the same for adding funds in the Instagram iOS app. Boost from your phone and nearly a third of the money goes to Apple, not to reach.

How do I get into Meta Ads Manager?

On a computer, log in to Facebook and go to facebook.com/adsmanager, or open business.facebook.com and choose Ads Manager from the menu. On a phone, install the Meta Ads Manager app from the App Store or Google Play and log in with the same Facebook account.

If your business only has an Instagram account, Ads Manager still runs through a Facebook login, which is why Meta’s get-started page begins: “Make sure you have a Facebook Business Page. Once you create a Page, you’ll automatically have an Ads Manager account.”

Two logins is the usual beginner tangle: one person’s personal Facebook created the Page, another created the ad account, and neither can see the other’s work. The portfolio fixes that.

What an Irish business needs before its first campaign

A Facebook Page and an Instagram professional account

The Page is compulsory; the ad runs “from” it. Switch the Instagram account to a professional account and connect it to the Page so the same ad can show on both.

A business portfolio

Meta’s steps: “Go to business.facebook.com and log in using your Facebook profile”, “Click the dropdown menu below Home in the top left”, “Click Create a business portfolio”, then “Enter a name for the business portfolio. This should match the public name of your business or organization because it will be visible across Meta.” You add your name and a business email, click Create, and confirm the email.

Then add the Page, the Instagram account and the ad account to it, and invite anyone else who needs access with a role rather than your password. Meta notes that a new portfolio or ad account “may not have access to all advertising features” until it has some history, which is one reason to set it up before you need it.

Set the ad account’s currency to euro and the time zone to Dublin when you create it; changing currency later means a new account. Meta accepts cards, PayPal and, in Ireland, direct debit: Ireland is on its list of countries where “Meta supports direct debit payments”, with the condition that “your ad currency must match the country where you pay taxes”.

Larger advertisers can apply for monthly invoicing, “a payment option for eligible businesses that allows you to pay for ad costs using a credit line”, paid by SEPA direct debit or bank transfer within 30 days.

How you’re charged surprises people. Meta uses a payment threshold: “an amount that you can spend on ads before we charge you. Whenever your ad costs reach your payment threshold amount, we charge you for that amount.” It “is automatically set to a small amount” for a new account and rises as payments succeed, “which is why you may be charged multiple times in a given month even if you’re running just one ad.” Those small early charges aren’t a fault.

VAT, and why your bill is bigger than your budget

Meta’s Irish entity sells the ads, so Irish advertisers pay Irish VAT. Meta’s tax page, for a ‘Sold To’ address in Ireland: “Regardless of whether you’re purchasing Meta ads for business or personal purposes, if the ‘Sold By’ entity on the receipt of your Meta ad purchase is Meta Platforms Ireland Limited and the ‘Sold To’ address we have for you is in Ireland, we add VAT at the applicable local tax rate to the cost of your Meta ad purchase.”

And on budgets: “Your daily budget doesn’t include any VAT you’ll be charged for your ad purchases. If you’re subject to VAT, the total amount you’re charged including VAT may exceed your daily budget.”

So €20 a day is €24.60 a day on the card. If you’re VAT registered, add your number: Meta’s steps are “Go to your account settings in Meta Ads Manager”, then “Under EU VAT number, click the country drop-down and then select your country”, enter the number and “Click Save changes”, and reclaim it in your return. One more line on the bill. Meta has started adding “location fees” where an ad is delivered in a country with a digital services tax; they’re “determined by where your audience is located and your ads are delivered”, not by where you are, so an Irish campaign aimed at Northern Ireland or Britain can carry one.

The Meta Pixel and Conversions API

If you have a website, install the Meta Pixel (through Events Manager, or your Shopify or WordPress plugin) before you spend a cent. Without it, Ads Manager can count clicks but not the enquiries, bookings or sales that came from them, and the Sales and Leads objectives have nothing to optimise towards. Meta’s own advice for its Advantage+ campaigns starts with “connecting your first party marketing data to Meta’s ads delivery systems”; the pixel is that connection.

The rules

Every ad is reviewed against Meta’s Advertising Standards, which “provide policy detail and guidance on the types of ad content we allow, and the types of ad content we prohibit”. The ones that catch ordinary Irish businesses are personal attributes (an ad can’t imply it knows the reader’s age, health, religion or finances), personal health and appearance (“ads that generate a negative self perception or imply unrealistic or unexpected results”), and the special rules for alcohol, gambling, dating, crypto and anything political.

How Meta Ads Manager is structured

Every ad has three levels, and Meta’s help centre describes each. “Your ad needs 3 parts to run: a campaign, ad set and ad.” At the campaign level “you select your ad objective, the overall goal you want to achieve” and the buying type, where “Most advertisers use the Auction buying type”.

At the ad set level you define “Audience”, “Placements”, “Budget” and “Schedule”, and “All ads within the same ad set share the same audience, placement, budget, and schedule settings.”

At the ad level you set the format (“Single image or video, carousel (multiple scrollable cards), or collection”), the creative, and the identity, “Which Facebook Page and Instagram account represent your business in the ad.”

“One campaign contains one or more ad sets”, and each ad set one or more ads. A beginner’s first campaign is usually one of each. The structure earns its keep later, when you want the same ad in front of two audiences (two ad sets) or two ads in front of one audience (one ad set, two ads) and a fair comparison between them.

Which objective should a beginner choose?

The objective is the first choice Ads Manager asks for, and it matters more than any targeting setting, because it tells the auction what to look for: “Our auction system will look for people across Facebook, Instagram and Messenger who are more likely to take the action related to your ad objective.” Meta’s six, in its own words:

App promotion “Get people on mobile devices to install or take a specific action within your app.” Only if you have an app
Sales “Find people likely to purchase your goods or services.” Any online shop with the pixel installed, including catalogue sales

The beginner’s mistake is Engagement, because likes and comments feel like results and cost almost nothing. For a business that wants customers, choose Leads (with an instant form or calls) or Sales, and accept that each result costs more because each result is worth more. Traffic is for when the page you’re sending people to already does the selling.

How to run your first ad in Meta Ads Manager, step by step

  1. Click Create and choose the objective. Name the campaign something you’ll recognise in a year (“Leads, Kildare, boiler service, Sept 2026”).
  2. Declare the category if asked. Ads about credit, employment, housing or social issues and politics are restricted; say so and Ads Manager limits the targeting accordingly.
  3. Decide on Advantage+ campaign budget. On, and Meta shares one budget across your ad sets; Meta says it lets you “set one budget to be distributed to all ad sets and optimize it in real time”. With one ad set it makes no difference. Leave it on.
  4. Set the ad set’s performance goal. For Leads, that’s leads through an instant form, calls or messages. For Sales, purchases (or add to cart while the pixel is new).
  5. Set the budget and schedule. A daily budget or a lifetime budget for the whole run. Meta’s warning on daily budgets: “Meta may spend up to 75% over your daily promotional budget to maximize advertising opportunities. This will, however, average out over the course of the week, so your spend will not be greater than seven times your daily budget.” Run for at least seven days; Meta says to “Set a sufficient budget to use over the course of at least seven days so Meta can learn from its performance.”
  6. Build the audience. Location first: Ireland, a county, or a radius around your premises (a 25 km circle around Navan reaches most of Meath). Then age. Then decide between Advantage+ audience, where Meta finds people from your pixel and Page data, and a defined audience of interests, a custom audience from your customer list or website visitors, or a lookalike of them. Meta’s advice is to stay broad: “Ad sets with an audience size of at least 2 million often see better performance”, which in Ireland means the whole country for most trades.
  7. Choose placements. Advantage+ placements lets Meta put the ad wherever it performs; if you go manual, Meta suggests “at least six placements”. Beginners should leave it automatic and just check the ad looks right in Stories and Reels.
  8. Build the ad. Pick the Page and Instagram account, the format (single image or video, carousel, collection), upload the creative, write the primary text, headline and description, pick a call to action, and set the destination: a website page, a WhatsApp chat, or an instant form for leads. Use the preview on the right for every placement.
  9. Publish and wait. The ad goes into review against the Advertising Standards, usually within a day. Then the ad set enters the learning phase, where results are erratic; don’t edit the budget or audience for a week, because a significant edit restarts it.

How much should a beginner spend on Meta ads?

Enough to get results Meta can learn from, plus VAT, and no more than you can keep spending for a month. Meta’s minimum-budget guidance is written in dollars and it says “Minimum budgets may vary by country and objective”, but its rule is transferable: “If you use the cost per result goal bid strategy, your daily budget should be at least 5 times the amount of your cost per result goal.”

If a lead is worth paying €10 for, that’s €50 a day. If that’s too much, optimise for something cheaper first, which Meta also suggests: “if you don’t want to increase your budget, you can try optimizing for an event that may be easier and cheaper to achieve.”

Is €10 a day enough? For awareness or traffic in one county, yes. For leads or sales it usually buys too few results a week for the system to learn, and the campaign never leaves the erratic stage.

What Advantage+ means in Ads Manager

You’ll see the word everywhere. Meta: “Meta Advantage+ is a suite of products that can help you enhance and optimise campaign performance through industry-leading AI and automation.” It comes in two kinds: “end-to-end campaign solutions”, the Advantage+ sales, leads and app campaigns where Meta automates audience, placements and budget together, and “single-step solutions” such as Advantage+ audience or Advantage+ placements that you can switch on inside an ordinary campaign.

Meta’s own figures for the end-to-end versions are “20% improved CPA when using Advantage+ sales campaigns” and “10% lower cost per qualified lead when using Advantage+ leads campaigns”; they’re Meta’s numbers, and they depend on the pixel and creative you give it.

For a beginner: use the single-step versions from day one (Advantage+ audience and placements), and move to an Advantage+ sales campaign once the pixel has a few weeks of purchases behind it. Automation is only as good as the data it’s fed.

How to read your results

The Campaigns table shows, for each level, the amount spent, the results for your objective, the cost per result, reach, impressions and frequency (impressions divided by reach: how often the same person saw it). Add CPM, CPC and CTR from the Columns menu.

Use Breakdowns to split results by age, gender, placement or day. That’s how you find that Reels is producing every lead and Feed none, or that nobody under 35 is enquiring. Ads Reporting lets you save the view and schedule it by email.

Judge a campaign on cost per result against what a result is worth to you, not on reach or likes. Run an A/B test when you want to know whether the image or the audience made the difference; Ads Manager can “determine the best target audience, delivery optimization, placements, creative or product sets”.

And treat the opportunity score as advice, not a mark: Meta says it “does not reflect your actual or future performance” and “does not guarantee performance”.

Problems that stop Irish beginners

  • Ad rejected. Read the reason, fix it, or if it’s wrong request a review in Account Quality; Meta says “If you think your ad was mistakenly rejected… you can request a review”. The usual culprits are personal attributes (“Are you over 50 and struggling with…”) and before-and-after health claims.
  • Account disabled or restricted. Go to Meta Business Support Home, open Account Overview, click the restricted account and follow “What you can do”: confirm identity, complete verification, secure the account, request a review. Only an admin can request the review, and Meta warns that an account disabled for a policy violation that “remains ineligible for reinstatement for 6 months” can’t be reinstated after that.
  • Payment failed. The threshold charge bounced, the ads pause. Add a second payment method as backup; Meta lets you set one.
  • The boost tax. Boosting from the iPhone app and paying Apple 30%. Use a computer.
  • The wrong currency. An ad account created in sterling or dollars can’t be switched. Create a new euro account inside the portfolio.
  • Editing during learning. Every change to budget or audience in the first week restarts the learning phase. Set it, then leave it.
  • Two people, two accounts. The Page under one login, the ads under another, and nobody with both. The portfolio, with roles, is the cure.

A first-campaign checklist for an Irish business

  1. Facebook Page and Instagram professional account, connected.
  2. Business portfolio created at business.facebook.com, named as the business, with the Page, Instagram account and ad account inside it and roles for anyone else.
  3. Ad account in euro, Dublin time zone, a card or Irish direct debit added, and a backup method.
  4. VAT number added under EU VAT number if you’re registered.
  5. Meta Pixel installed and firing on the pages that matter.
  6. Objective chosen for what you actually want: Leads or Sales for most businesses.
  7. One ad set: Ireland or your county, Advantage+ audience or one defined audience, Advantage+ placements, a daily budget you can hold for a month, at least seven days.
  8. Two or three ads in that ad set: a video and a still, or two angles, so you learn something.
  9. A landing page or instant form that asks for the enquiry plainly.
  10. No edits for seven days, then one change at a time.

Before you build, spend half an hour in the Facebook Ads Library (Meta’s Ad Library) looking at what competitors in your county are already running and for how long. It’s the cheapest research you’ll ever do.

Yes. Connect the Instagram professional account to a Facebook Page, then in placements untick everything but Instagram. The Page still has to exist because the ad account belongs to it.

Approval usually within a day. Meaningful results after the learning phase, which needs about a week and enough results to learn from. Judge a campaign after two to four weeks, not two days.
