What is the map pack?
The three map listings Google shows for a local search, above the normal results. Proximity, relevance and prominence (reviews, citations, links) decide who is in it.
Search for a plumber, an accountant or a restaurant and Google will usually show a small map with three businesses listed underneath it, above the ordinary results. That is the map pack, and for a local business it is often worth more than the first organic position.
Google has said which things decide who appears in it: relevance, distance and prominence. Relevance is how well your Google Business Profile matches what was searched. Distance is how close you are to the person searching, which you cannot change. Prominence is how well known and well regarded the business is, which covers reviews, links, mentions and how you rank in the ordinary results.
The part people overlook is that distance is measured from the searcher. A business can be first in the map pack for someone searching on its own street and not appear at all for someone five miles away. That is why local search results differ so much from one side of a county to the other, and why pages for the places you serve still matter.
